National Workshop on Integrated Health Systems and Capitation

As part of the Commissioned Research Program, the Foundation was a co-sponsor for two workshops in November of 2000 — the First National Workshop on Integrated Health Systems and Capitation and the Reform of Canada's Health Care System and its Impact on Public Health.

From November 24 to 25, researchers, decision makers, policy planners and health professionals from across Canada were invited to attend the First National Workshop on Integrated Health Systems and Capitation in Montreal, held by the McGill Research Group on Integrated Services for the Elderly. The workshop focused on questions such as: How can integrated health systems based on capitation improve quality of care, accessibility and cost control in Canada's public healthcare system? How can capitation-based funding foster integration of services? What are the key issues in effective design of capitation policy for an integrated health system? What are the critical success factors for making the transition? The Health Transition Fund was a co-sponsor of the event. Articles on the results of the workshop were eventually published in peer-reviewed journals.

The Foundation also sponsored to a two-day invitational seminar by the public health board of the Régie régionale de la santé et des services sociaux de Montréal-Centre (the regional board of health and social services for Montreal Centre) on the Reform of Canada's Health Care System and its Impact on Public Health. Held November 16 and17, 2000, the interdisciplinary seminar will look at research on the effect of major Canadian healthcare reforms, the experiences of regional authorities affected by re-structuring, the methodologies that should be used to study its impact, and possible future directions. With the Canadian Institute for Health Information also co-sponsoring the workshop, the régie presented a series of indicators at the workshop, and participants discussed how the indicators could be improved.

Both workshops were a real success not only in terms of content and outcomes, but also thanks to the participation of researchers and decision makers who came from across Canada and other countries. The workshops uncovered a need for this type of exchange between research and decision-making communities — and the Foundation looks forward to funding projects through the new program.
